Freedom to fly!

Something about this story (and not just that it's by Andrew 'Bloggers make me angry' Orlowski) makes me wonder if it really happened, or at least, if it happened in the way it's described. But, assuming it's true, I have a 12-year old nephew with a copy of Flight Simulator - which government department should I inform of this? (found via Atrios and Discourse.net)
